Knowledge of modern systems of governance and administration. Knowledge of public policy making processes. Knowledge of the policies of the government of the day. Knowledge of Constitutional, legal and institutional arrangements governing the South Africa public sector. Knowledge of global, regional and local political, economic and social affairs impacting on the provincial government of the Western Cape. Knowledge of Constitutional, legal and institutional arrangements governing the South Africa public sector. Knowledge of communication, media management, public relations, public participation and public education. Knowledge of project management processes. Skills: Analytical and systems thinking skills. Conceptual and formulation skills. Team building and strong interpersonal skills. Excellent communication skills. Outstanding planning, organizing and people management skills. Computer literacy skills.
Develop policy and guidelines on management and governance issues in respect of Financial Management and Governance, Procurement Administration and Governance, Institution Administration including HRM and Office Administration and Governance, Learner Administration and Governance, and Physical Resource Administration and Governance. Provide policy and guidelines for building capacity of SGBs and RCLs. Develop systems, standards and practices for institutional management and governance.
